一、Policy background, objectives and principles

二、Formulation basis
    The formulation of the Opinions is mainly based on the Financial System of Rural Collective Economic Organizations, Regulations on Rural Collective Economic Organizations of Heilongjiang Province, Labor Management Measures for Rural Collective Economic Organizations of Heilongjiang Province (Trial implementation), Management Measures for Fund transactions and settlement bills of Rural Collective Economic Organizations of Heilongjiang Province (Trial implementation), Management System of Rural Collective Economic Organizations of Suihua City (Trial implementation), and Suihua CityThe relevant provisions of the Operation Process of key small and micro power of village-level organizations (Trial)，Combined with the reality of our city，Establishment of rural collectives"Three capital" management implementation opinions。

3. Drafting process

On August 2, 2024, the Agriculture and Rural Affairs Bureau invited the agricultion-related departments and representatives of townships and village accountants to discuss the content of the Opinions and seek everyone's opinions and suggestions on the Implementation Opinions of the Rural Collective "Three Assets" Management in Zhaodong City。Deputies have conducted in-depth discussions on the Opinions, and generally believe that the Opinions are scientific, rigorous, and highly operable, which is in line with the development of rural collective economy and the interests of farmers。In the city TV station loop broadcast the draft of "Zhaodong City rural collective" three capital "management implementation Opinions" for a month, during the public solicitation of opinions did not receive the reply of the masses。

Vouchers made by rural collective economic organizations only include village collective labor tickets, village collective fund settlement bills,Village collective scattered expenditure bills,Rural collective economic organizationSelf-made documentIt shall comply with the relevant provisions, indicate the purpose of the funds and the reasons for failing to obtain foreign vouchers, and implement the joint examination and approval system for compliance and effectiveness。Village collective scattered expenditure bills: First, office supplies expenditure: only office supplies purchased in the village, a single amount should be controlled inLess than 100 yuan (including 100 yuan), the annual total should be controlled under 1500 yuan (including 1500 yuan)。The second is daily expenditure: only the daily supplies purchased in the village, the amount of a single payment should be controlled under 50 yuan (including 50 yuan), and the annual total should be controlled under 1000 yuan (including 1000 yuan)。

（七）Village collective resources contract implementation procedures

Village collective resources contracting, leasing, shares, new resources charges, etc., the board of directors (Board of supervisors) to formulate plans, reported to the village party organization for study, discussion and approval。Decisions on major financial matters shall be carried out with referenceThe "four discussions and two public" mechanism, and reported to the township (office) government or the Agriculture and Rural Bureau for review or record。The members (representatives) assembly discussed and approved。Submit to the township (office) government for examination and approval。Public resource disposal (contracting, leasing, investment, new resource fees, etc.) plan。Transactions through the rural property rights trading platform of Heilongjiang Province (except for those with small resource area and not suitable for bidding, the specific standards shall be implemented by referring to the Notice on Determining the Standards for Small Resource Area of Rural Property Rights Trading in Zhaodong City and not Easy to Adopt Bidding Method (Trial implementation))。After the successful transaction, the unified standard contract (A3 paper double-sided printing) and the rural property rights trading center appraisal report are signed, and the financial procedures are improved and the funds supervision process is entered。If no shot occurs, repeat the process according to the second step。After the signature and seal of the Board of Directors and the Board of supervisors, the implementation results will be publicized and relevant information will be archived。The Board of supervisors shall supervise the whole process of disposal of village collective resources。

（八Village collective fixed assetsDisposition performance procedure
